Information on the construction of a kindergarten in the city of Stavropol in the framework of an agreement on municipal-private partnership

In order to meet the growing demand for pre-school educational institutions in the city, due to the combination of positive dynamics of demographic indicators and the lack of an appropriate offer of these services due to lack of funds to expand the network of preschool educational institutions, as well as for the optimization of budget expenditures and accelerate the commissioning of pre-school education , the administration of the city of Stavropol, it was decided to attract private investors (LLC "SU" YugStroyInvest ") to finance capital expenditures under the terms of risk sharing, cost recovery and mutual benefit, providing for co-financing the construction of preschool educational institution in equal shares (50% / 50%) between the municipality and the private partner.

Construction was carried out by the private partner on the land owned by the private partner in the ownership.

After entering preschool educational institution in operation, the entire property complex was transferred to the ownership of the municipality. In turn, the city has committed itself to ensure the functioning of the object.

As a result of the execution of the agreement the city of Stavropol in May 2013 was 250 seats to accommodate preschool children. At the same time private investors have additional competitive advantages in the implementation of housing introduced by the arrangement of the object in the area of ​​development.
